Vietnam Accelerates Port Upgrades and Policy Reforms

    September 30, 2025

Vietnam is moving forward with major port infrastructure upgrades and logistics policy reforms. These developments are expected to improve efficiency, reduce costs, and expand opportunities for trade, but they also call for businesses to adjust their logistics strategies.

New Smart Container Terminal in Hai Phong

Vietnam has inaugurated its first privately developed smart container terminal in the northern port of Hai Phong. The project, developed by APM Terminal of Maersk Group in partnership with Hateco Group, covers 73 hectares in the Lạch Huyện area.

The terminal is equipped with advanced technologies including NAVIS N4 operations, QR scanning, 5G connectivity, OCR cameras, and a Truck Appointment System. It operates with 10 ship-to-shore cranes, 36 electric RTG cranes, and expanded facilities for refrigerated containers. With a wharf depth of 16.8 to 18.4 meters, the terminal is able to handle large vessels, strengthening Vietnam’s northern trade gateway.

    Policy Reforms to Enhance Competitiveness

The Ministry of Industry and Trade has announced plans to reduce logistics bottlenecks and align costs more closely with regional peers. Priorities include streamlining administrative procedures, expanding multimodal transport networks, and improving the overall logistics business environment.

These reforms are part of a broader strategy for industrial restructuring and infrastructure development, positioning Vietnam as a future logistics hub in Asia.

    Business Implications

Improved port infrastructure is expected to shorten turnaround times, reduce demurrage fees, and bring greater predictability to supply chains. Expanding inland and waterway connections will provide businesses with alternatives to road transport, potentially lowering both costs and emissions.

At the same time, shifting regulations and customs procedures highlight the need for companies to remain attentive to policy changes. Close monitoring and proactive planning will be key to avoiding disruptions.

    Logistics Insight: Understanding Smart Ports

A smart terminal integrates digital tools to manage real-time operations. By automating container handling, monitoring truck arrivals, and reducing manual inspections, ports can increase efficiency and reliability. While the initial investment is high, the long-term effect is lower operating costs and faster trade flows.

    Looking Ahead

Vietnam’s continued investment in infrastructure and policy reform represents significant momentum for the logistics industry. Importers, exporters, and manufacturers will benefit most if they adapt early, optimize their supply chains, and align with partners who can navigate the evolving logistics environment.
